China's 12th Five-year Plan for Medical Technology

China has released its 12th Five-year Plan for Medical Technology, setting a long list of broad goals to be accomplished by the end of 2015. Those goals range from discovering world-leading medical technology to establishing robust means of diagnosing and treating China’s rural population, who live far from the country’s high-tech hospitals in urban centers. This Plan does not mention how much financial support each of the goals will receive, but it lays out the country’s agenda for 2011-15.


I Technology goals

Focus on the translation and application of 20-30 key technologies to make scientific/technological breakthroughs and have the advantage of innovation. Focus on the development of new treatment technologies for 30-50 diseases. Reduce the incidence of disease and the mortality rate, improve early diagnosis and cure rate and also improve patients’ quality of life and reduce the burden of patient care. Develop 50-80 disease diagnosis and treatment technologies, health promotion technologies and innovative products that are suitable for rural areas.

II Capability goals

Set up 30-50 clinical/translational medicine research centers for metabolic diseases (cardiovascular diseases, cerebrovascular diseases, cancer and diabetes), psychological disorders, respiratory diseases and birth defects. Build 8-10 specialist/tertiary disease collaborative research networks for cardiovascular diseases, cerebrovascular diseases and cancer. Form a new mechanism to share resources and do collaborative research with the goal of achieving rapid translation of development models, funding strategies and resource allocation of medical technology.

III Key tasks

1. Develop cutting-edge technologies and lead the development of medicine.

(4). Stem cell and regenerative medicine technology

2. Emphasize basic research and solve scientific problems

Focus of development:
(1). Basic research of chronic non-communicable diseases
(2). Basic research of infectious diseases
(3). Basic research of ontogeny
(4). Basic research of aging and aging-related diseases
(5). Basic research of brain science and cognitive science
(6). Basic research of the interaction between people and the environment
(7). Basic research of family planning and reproductive health
(8). Basic research of disaster medicine
(9). Basic research of traditional Chinese medicine
(10). Others

3. Strengthen prevention studies and reduce the risk of sickness

Focus of development:
(1). Epidemiological studies of diseases
(2). Studies of health-related risk factors and risk assessment
(3). Studies of disease screening and prediction of early warning
(4). Studies of early intervention techniques of diseases
(5). Studies of family planning and key technologies of prenatal and postnatal care
(6). Studies of health measurement and health management technologies
(7). Studies of sub-health evaluation and intervention

4. Focus on clinical transformation, improving diagnosis and treatment


Focus of development:
(1). New treatment technology research
(2). Appropriate technology research
(3). Standardized treatment program study
(4). Study of individualized diagnosis and treatment technology
(5). Study of digital medical technology
(6). Study of traditional Chinese medicine diagnosis and treatment technology

5. Emphasize health rehabilitation and improve national health


Focus of development:
(1). Elderly care
(2). Women and children health needs
(3). Rehabilitation of disabled and patients with long-lasting diseases
(4). Popular technology of public health

6. Improve public health and build a security barrier against infections

Focus of development:
(1). Prevention and control of infectious diseases
(2). Medical emergency rescue
(3). Treatment of war trauma
(4). Security for public health

7. Promote health industries and improve economic development

Focus of development:
(1). Development of new drugs
(2). Development of medical devices
(3). Modernization of traditional Chinese medicine
(4). Development of new health products

8. Build a platform to support drug development

Focus of development:
(1). New medical research center
(2). Collaborative clinical research network
(3). Large cohort study base
(4). Medical technological information and strategic research platform
(5). Laboratory animal medicine platform

9. Broad initiatives

Focus of development:
(1). Increase investment
(2). Strengthen coordination between sectors
(3). Coordinate the overall layout
(4). Integrate advantageous resources
(5). Emphasize interdisciplinary work
(6). Achieve docking strategy
(7). Improve the quality of talent
(8). Promote international cooperation.
